Typically, for a normal residential appraisal, the appraiser's client is the lender ordering the appraisal. Appraisers have rules and regulations they must follow, including confidentiality for their clients a homeowner, if you desire to obtain a copy of an appraisal report, you generally have to obtain it from your lender. Other obligations also include, accurate calculations appropriate to the parameters of the report, acquiring and keeping a respectable level of competency and education, and of course, the appraiser must behave in a professional manner. Those third parties normally are listed in scope of the appraisal assignment itself. An appraiser's fiduciary responsibility is only to those parties who the appraiser knows, based on the scope of work or other written parameters of the order. Appraisers also have duties outside of boundaries of clients and others. We don't do assignments on contingency fees. That is, we don't agree to do an appraisal report and get paid only if the loan closes. That is perhaps the appraisal professions biggest taboo, because it would tend to make appraisers up the value of homes or properties to increase their paycheck. We set ourselves to a higher standard. Other unethical practices may be defined by state law or professional societies that the appraiser belongs.
